Add support for OSC9;4 progress bars

Documented here: https://learn.microsoft.com/en-us/windows/terminal/tutorials/progress-bar-sequences. Supported by a lot of modern terminals including gnome-terminal, this seems like a nice feature for mosh to support. I plan on working on it myself.
