What does it do?
This PR adapts xtokens and our code to use the new reanchoring logic paritytech/polkadot#4470. It also adds a statemint-like runtime and confirms that nothing breaks on our side with the new re-anchoring, and that assets are transferrable back to statemint with the new implementation (and changes to xtokens).
This PR is a preparation to the changes that should come both in Polkadot and in Xtokens
