This PR brings the changes from polkadot-evm/frontier#420 into Moonbeam.
The upstream PR has not yet been merged because the upstream Substrate dependency is too old to support it. Moonbeam does not have this limitation.
In Moonbeam, this only changes the Frontier dependency, and the interesting work happened in our Frontier branch where I ran
git cherry-pick tgm-reducible-balance. This graph shows the relevant git history in Frontier.
