Hm, it looks like pip has made some breaking changes in version 10.

I'm not sure if it will be possible to accomplish this without using pip's internal API, so this might need to become a pull request to the pip project rather than a standalone script.

It works for me as:

from pip._internal.utils.misc import get_installed_distributions

If anyone on the new version of pip can confirm the fix, I'll close this bug. I would like to try to get this functionality folded into pip, though. Since it uses the pip._internal module, breaking changes could happen again with no warning.
