Limit the number of storage/holder accounts

Define the environment variable with limit of storage/holder accounts per signature.
There are should be only one check on getting storage/holder accounts.

On CI/Local the limit equals 2 (better case to test with 1, because this will show more than 1 send transaction per worker and errors if something wrong)
On devnet/test the limit should be 5-10 (to be more stable in environment with users.
