chore(ci-action): action to close frozen issues

This adds a scheduled GitHub Actions that:

• Perform pings in issues without any tags.
• Escalate issues by mentioning teamlead if there were two pings done and no tags were applied.
• Automaticly removes "question" or "missing information" tags, if someone replied except maintainers in the issue.
• Replaces"question" tag with "missing information" tag after some period of inctavity, allowing us to see that we can close such issues.

Why?
To keep our issue tracker focused on questions we can actually resolve and cleans up inactive threads.
