Since v3 brings some breaking changes, I guess, it should be a major version update.
Also some remarks are recommended:

• exclude new cache file in .gitignore: .php-cs-fixer.cache
• rename files according to https://github.com/FriendsOfPHP/PHP-CS-Fixer/blob/v3.0.0/UPGRADE-v3.md
• check changed configuration according to https://github.com/FriendsOfPHP/PHP-CS-Fixer/blob/v3.0.0/UPGRADE-v3.md
