Bug description

I am trying to limit the number of downloads to 1.
I tested the limit by downloading the file with an incognito browser, a tor browser and second network location (different public IP). I do get push notifications in the mobile app for each download, but the downloads do not seem to count into the limit. I can download the shared file as many times as I want.

Steps to reproduce

  1. Create a public share link
  2. Go to customize Link
  3. Check the "Set download limit" checkbox and enter 1 into the input field.
  4. Click on "Update share".
  5. Copy the link into an incognito browser and download the file.
  6. Repeat step 5 with different browsers or devices.

Expected behavior

After the first download the link should be invalidated or show that the maximum number of downloads has been reached.

Docker Image for Nextcloud is nextcloud:stable-fpm-alpine which maps to nextcloud version 31.0.6
