The viewer tries to load images from its default path (`./images/`), with `.` being relative to the app URL this resolves to `/apps/files_pdfviewer/images/annotation-noicon.svg` instead of `/apps/files_pdfviewer/js/pdfjs/web/images/annotation-noicon.svg`.
