PHPUnit only runs on pull requests, so align the node tests to only run on pull requests.
But add a schedule on both so we get code coverage for the master branch.
Also removed the now unneeded "phpunit-when-unrelated" workflow as we use the filter logic.
And added codecov configuration to skip the project check as it will report wrong coverage for JS only or PHP only pull requests.
