Finish maki icons

This PR fixes #6

• Throttle API calls
• Stop adding poi icons if the layer has been disabled (couldn't find a solution, any idea? @Henni)
• Add missing maki icons to zoom levels (10-15)
• Move marker from lvl 9-15 to 11-16 (or even 12-16)
• Fix zoom/move performance, maybe with marker clustering
• Fix POI load performance
• Overall performance
