Don't hide bell-icon when there are no notifications

• Makes sense now, since we have a lot of notifications now (Talk and other Collaborative Features), and we want to promote the notifications-feature more. Other services do this the same way ;)

#95 has this included, together with a proper empty content message etc.
I will rebase it this week, and we should then go with that instead.
