vue-loader was bumped automatically to 17.4.2, but that version is for Vue 3. While there is some ad-hoc fixing in https://github.com/nextcloud-libraries/webpack-vue-config/blob/main/scripts/postinstall.js, it significantly messes with reproducibility and offline builds, so just specifying the correct version is the way to go. stable30/stable32/master are not affected.
