[Bug]: Login Page footer shows black bar if empty

Bug description

Hello Team,

if you remove a Instance Name in your theming configuration, the nextcloud link was also removed from the login page in the past.
Since 27.0 it will produce a empty black bar

Steps to reproduce

1. login as admin
2. go to theming
3. remove name
4. logout and check login page

Expected behavior

the footer should be gone or at least no dark background color should be generated
