Build dependencies should be independent for running tests

This change appears to break integration tests on branch stable22. On https://github.com/nextcloud/server/commits/stable22, merge commits before f9e2799 only fails with one or two integration tests, while there are more than 10 failures for merge commits after f9e2799.

Lets revert then, though I'm really wondering about why that hasn't happened on the CI run for the PR:

https://drone.nextcloud.com/nextcloud/server/6626 passes
https://drone.nextcloud.com/nextcloud/server/7184 fails

Seems that the Pr is still executed with guzzle/psr (1.8.2) while the merge commit then pulls in 2.0.0

Ah the lock file is not committed and the CI run happened before that version was released at https://github.com/guzzle/psr7/releases/tag/2.0.0
