Improve apps re-enabling

Instead of modifying the mentioned logic, I'd vote for simplifying it instead after nextcloud/server#29020 is merged, backported and released...

The bugfix is already merged and backported. Only needs a new release now.

I still think we should improve the way we re-eneble apps. All the 100s of updates I've done, they always gets disabled.

hm... not seen this yet (at least on my instance) but we'll improve the logic once new Nextcloud releases are out, either way... (which this ticket is about) :)
