This PR contains the following updates:

• Enabled NPM Trusted Publishing
  • As described by Trusted publishing for npm packages the following changes were made:
    • Add id-token permissions (lets GitHub issue a token)
    • Updates to node 24 which brings npm v11.6.1 where npm v11.5.1+ is required
    • Removed explicit npm token configurations in workflow and top-level package.json
• Updated dependencies using the same workarounds and patterns as: Dependency Update October 2025 #2710
• Removed dotnet Apache.Arrow from the renovate ignore list to allow upgrades following discussions here: Context for the move of Arrow JS and version policy apache/arrow-js#204
