What / Why

• Update this repo with a threshold for comments on pull-requests.
• Update workflow to function correctly (fetch depth issue?)
  • This is handled by fix: removed fetch-depth property from checkout of 'npm/cli' #6

Interesting Finding:

• Found weird issue with someones when creating a pull-request the commit_sha doesn't get set with the curl request. I think this is because of the ${{ github.event.after }} is not always what we think it will be. First invocation of the pull_request event type seems to have this property missing.
