feat: Add python311 support

Description

This PR contains changes for upgrading python 3.8 to python 3.11.

Changes include :-

• Dependencies and version upgrades

Done as a part of following :-

• Update all Python Libraries to Test on Python 3.11 and 3.12 public-engineering#233
• [edx-platform] Test Python 3.11 edx-platform#34229
• Test acid-block on Python 3.11 #154
