Please merge as soon as https://errata.devel.redhat.com/advisory/59306 is shipped live OR if a Cincinnati-first release is approved.

This should provide adequate soak time for candidate channel PR #468

This PR will also enable upgrades from 4.4.26 to releases in fast-4.5
