* [launch-runtime] apply statemine xcm-config * [launch-runtime] allow XcmExecute for everything * [launch-runtime] fix local accounts are able to execute xcm * [encointer-runtime] cross-apply changes from launch-runtime. * [runtime] disable xcm for local origins (same as statemine), as teleport doesn't work resulting in loss of funds.
