Replace manual TypeInfo implementation for PiecewiseLinear and BoundedVec #11915
Description
In #11903, we introduced some manual trait implementations for TypeInfo as a workaround to silence some warnings: rust-lang/rust#96956.
Once the compiler issue is fixed, we should reintroduce the derive implementations.
