Eclipse attack vulnerability by flooding a node after it reboots #331
Description
With libp2p, it's possible to do an eclipse attack by flooding a node with incoming requests after it reboots.
This should be countered by having a limit to the number of incoming connections and reserving slots for outgoing connections.
