Preliminary PR for testing the viability of workspace versioning, as demonstrated by paritytech/polkadot#6095.

B0-silent Changes should not be mentioned in any release notes C1-low PR touches the given topic and has a low impact on builders. I don't see a point in keeping this PR open because the current plans of https://github.com/paritytech/release-engineering/issues/145 can work without it.

Anyways, the failure from https://gitlab.parity.io/parity/mirrors/substrate/-/jobs/2151429 should be fixed by #12950. This will be relevant should this work be continued at some point.
