This PR configures the AssetHubKusama runtime to utilize elastic scaling with 3 cores.
The PR also enables buffered export of the validator set to the Relay Chain to handle block time changes from elastic scaling in KAH more gracefully. Without this, era lengths can shrink when multiple cores are used.
