SDK tools are obsolete

The SDK Tools package was deprecated back in April 2020: 

https://developer.android.com/studio/releases/sdk-tools

It has been replaced by the command-line tools package:

https://developer.android.com/studio#cmdline-tools

The SDK downloader should download this new package instead.
