feat(codegen): support explicit tag overrides without altering defaults

Summary

• avoid emitting empty providesTags/invalidatesTags when tag generation is disabled
• allow explicit providesTags and invalidatesTags overrides regardless of the inferred endpoint type
• add regression tests covering the new override behavior
