This approach relies on generating all the structured data we need right when the control plane itself is constructed from arbitrary. For now it's just a Vec<bool>, but this may be extended with any structured data we may need in the future.

I was concerned that not using Unstructured would complicate things, but by simply requesting the structured data we need upfront, this approach doesn't seem like much more work.

unfortunately, the publish script doesn't use a proper toml parser (in
order to not have any dependencies), so the whitespace has to be the
trivial expected case.
