feat(registry): add @cognicatch to the ecosystem directory

This PR adds @cognicatch to the third-party registry directory (apps/v4/registry/directory.json).

Context:
React Error Boundaries are historically painful to build and style. CogniCatch provides a complete, shadcn-compatible Error Boundary suite to the open-source ecosystem, allowing developers to gracefully degrade their UI using standard shadcn patterns when unhandled exceptions occur.

Components included in the registry:

• adaptive-error-boundary: The core wrapper that catches errors and orchestrates the fallbacks.
• adaptive-banner: A fallback UI for partial component crashes.
• adaptive-toast: A Sonner wrapper tailored for error recovery flows.
• adaptive-fatal-error: A Radix-based full-screen modal for unrecoverable crashes.

Compliance Checklist:

• The registry is open-source and publicly accessible.
• The registry uses a flat structure with valid JSON files.
• The files array does NOT include a content property.
• Built using standard ecosystem primitives (lucide-react, sonner, and @radix-ui/react-dialog).
