Setup a CI build plan for GraalVM

With the current effort towards Spring Native, we need to continuously ensure that Spring Batch runs correctly on GraalVM.

Hi, @fmbenhassine! Can you assign me to this issue? I believe that once we create the graalvm pipeline, we will be able to fix gh-4937 at the same time. A similar pipeline could also be offered for other Spring projects, such as spring-grpc (as far as I know, this was discussed about few months ago).
