NextJS: Change babel plugins from proposal-... to transform-...

What I did

I convert babel plugins from @babel/plugin-proposal-... to @babel/plugin-transform-....

There are two areas that I intentionally did not change.

• storybook/scripts/package.json

  @babel/plugin-proposal-decorators is not deprecated. Additionally, @babel/plugin-transform-decorators doesn't exist when I have tried searching in NPM.

• storybook/code/lib/cli/src/repro-generators/scripts.ts

  Because I determined that @babel/plugin-proposal-private-property-in-object is used by CRA.
