Add Oxlint Oxfmt

What does it do?

Replaces Prettier and Eslint by Oxlint & Oxfmt

⚠️ I haven't removed eslint nor prettier yet, I first want to have some feedback about the setup and if we should move forward with this migration or not.

Why is it needed?

Faster lint & formatter, faster CI

How to test it?

• Make sure the CI is running correctly (lint & format)
• Make sure the lint/fmt rules are more or less similar than the current setup
• Make sure the linter and formatter are running locally (ide) correctly
