@Bigcheese, to get this back in, other Swift repos like SwiftPM will also need to be updated and finally tested with a pull on the Swift compiler frontend repo with this reverted pull applied. |

Reverts #7256, which breaks SwiftPM testing on Linux. PR tests ran but they don't test SwiftPM on Linux apparently.
