TestFileHandle/test_synchronizeOnSpecialFile introduced a failure in the Windows test suite. The underlying problem here is that `FlushFileBuffers` is not permitted on unbuffered file handles (such as consoles). Ensure that we do not treat errors on character devices as flush errors.
