Right now the only command is the build command and we have to parse the flags either way (either for the help or for the build itself). This simplifies the code a bit, because `-o` and `--output` will be normalised.

This PR fixes a bug in the
@tailwindcss/cliif you runtailwindcss --output output.cssthen the help text is shown instead of running tailwindcss itself.This is because we want to show the
--helpif you run the CLI with not enough information. However, we only checked for-oand not--output. This PR fixes that.Fixes: #13368
