MISC
Remove the google rollup config since we don't need it anymore (no custom protobufjs config inside Google).

This also removes the tensorflow namespace in the compiled_api.ts.

Currently the way this is generated is orphaned (no instructions on how to make this file), so I'm manually editing this. I'll live it to @pyu10055 to solve this with an automatically generated file: tensorflow/tfjs#1445
