Removed the
working_diroption frompackage.tf.Motivation and Context
Fixes an issue where using the
-chdiroption breaks because it can't find thepackage.pyfile.#135

Tested by running both
terraform -chdir=tf applyandcd tf && terraform apply, both passed without throwing an error.
