refactor: Disable telemetry for all non telemetry tests

Description

Explicitely set env to dev for each test even if it's set on a workflow level to avoid a chance to not have it set in a new workflow in the future, add setting of env to dev where it was missing. Add "test-machine" .anon_id for every cicd call
