I think 1.63.0 is sensible here, but we should run the automatic tools to determine what it actually is.
1.63.0 is a good maximum version: 1.64.0 changes the minimal glibc API which will affect any clients using Docker to produce generic builds -- manylinux in particular comes to mind.
