[data] feat: Support cross attention VLMs

What does this PR do?

Some VLM's uses cross attention and don't need to get position ids from videos and images (like llama3-11b-Vision), the pr fix the problem of these models.
Also fix some minor issue for processor's don't need image patch size, and cannot set return video metadata
