feat: ability to turn off import durations collection

Description

Resolves #9216

#9255 is getting tricky as sheer data size is inherently huge with scale of (the number of test files) x (the number of source files), so there should be an option to disable this.

The option should be eventually centralized with #9141 but for now, let me start by benchmarking the effect.

Result

• chore: test includeImportDurations hi-ogawa/vitest-9216-repro#1
  • when disabled, blob size becomes almost same as v3.1.4.
  • when disabled, there's no meaningful performance difference in test runtime.
