Please post a link to this, I've run into this a few times, and can confirm that "could not locate pip command" issue reappears when upgrading to CentOS 6.7. Fix is to place symlink in /usr/bin:

ln -s pip pip-python

I also have other modules installed on my puppetmaster affected by this.
