Dependabot PR #29 tried to bump Microsoft.EntityFrameworkCore.Design 9.0.15 -> 10.0.7 in isolation, which NU1605-fails because EFCore.Design 10.0.7 transitively requires EFCore >= 10.0.7 but the project explicitly references EFCore 10.0.4 (from #32). Bumping both EFCore and EFCore.Design to 10.0.7 in lockstep so the transitive requirement is satisfied. Npgsql.EFCore stays at 10.0.1 (latest available in the 10.0.x line). Closes #29
