"Unknown" instead of "Not Implemented"for empty.json #2

Hi -- I was wondering if we could change the default in empty.json from "Not Implemented" to "Unknown" so that people can work through software a bit at a time. This helps to avoid the implication that this feature has been examined and determined not to exist in the software, rather than simply, "I haven't looked at that part yet"?

"Undetermined" or "Not determined" are also acceptable synonyms. I wouldn't recommend "Unspecified" since that can also imply a kind of "Not Implemented."

It also helps with using an AI agent to do this in sections when credits are low. "Start at the last feature marked unknown and work until you're down to 10% credits on filling this out."

(I'll try to contribute a SKILL.md for filling this out that hopefully others can do)
