[css-text-4] [text-spacing-trim] Missing punctuations for Simplified Chinese (China)?

It seems like text-spacing-trim did not include rules for U+FF01 ！ FULLWIDTH EXCLAMATION MARK and U+FF1F ？ FULLWIDTH QUESTION MARK. The two punctuations are presented as halfwidth-in-fullwidth box, closing to the left side in Simplified Chinese (China). In GB/T 15834-2011, these 2 punctuations are collapsed when used in conjunction (?? or ?!) and followed by closing punctuation (?))

Comment from JLReq TF: This behavior does not apply to Japanese layout, i.e. each character is used in fullwidth as-is. I sometimes see pre-combined characters such as U+2047-2049 are used, which is a deliberate choice rather than automatic.
