New transaction types being re-written as legacy when submitted

Currently the automatic gas (and nonce) resolution code rewrites the transaction (whether you have set gas to automatic or not). And when it does, it does not preserve the transaction type, thus transactions are always submitted as legacy transactions.

This is just a tracking issue for a PR in progress, this is expected to be fixed in 2.6.3
