Use frame_weight_template universally, also instead of `orml_weight_template`

I noticed that frame_weight_template includes the same structure as `orml_weight_template`. 

Why not simplifying the process by removing `orml_weight_template`?

For `frame_weight_template` I noticed that `RocksDBWeight` is never used.
