az apim backup Invalid parameter: The specifed resource name contains invalid characters. Parameter name: backupContainerName

Describe the bug

We have been using az apim backup for a long time but suddenly we started to get this error. The error message does not make any sense, there is no parameter called backupContainerName, I have checked this GitHub repo and couldn't find anything either. We first saw this in Azure DevOps agent and then I tried to run this command in my local machine, but the same error exists.

We have an automation to run this script every day but since December 08, we are getting this error. I attached an image to show it was running successfully for a long time.

This error occurs in the azure-cli 2.16.0 version, I switched back to 2.15.1 and didn't get the error.
