update code owner for storage/resource-manager

I am storage resource manager code owner. @yifanz7 work together with me on storage resource manager swagger review.

I was removed by mistake with this commit .

I have reviewed SRP swagger PR for a long time (the last 3 PRs: #29534, #29050, #29175), and will continue to review the coming SRP swagger PR.

@JasonYang-MSFT has not worked on storage resource manager for a long time, so remove him.

Please help to approve the update on code owner of storage resource manager to help future SRP swagger PR review.
