Create a query for current DRep delegations and stake distribution

We already have a query for getting DRep stake distribution, but that query produces stake distribution from an epoch ago, that will be used during next ratification.
Thanks to the work done in #4652 we can now implement an efficient query that can produce current stake distribution that can change throughout an epoch.
